    Which is ultimately more effective; providing a device to an individual for free, or expecting that the user will make some sort of contribution towards the getting the device? Does a user have a greater vested interest in maintaining a device if they had to make a contribution (financial or time and effort) to get it?

    From my personal experience, the answer may depend on the context. There may be cases when paying even a small amount is not possible for the user. Having some sort of contribution or requiring the user to return the device when not used anymore may be a strategy to improve accountability. To be able to maintain the device, users and families also must receive training on how to do so and have services available to get the device properly repaired when needed.
