The World Health Organization Wheelchair Service Training Package for Managers has a document “Additional Resources” that describes basic considerations for setting up wheelchair services https://apps.who.int/iris/bitstream/handle/10665/246227/9789241549080-additional-resources-eng.pdf;jsessionid=421913CAD287C375AF318280669161BD?sequence=9

When designing, input and insight from service personnel is very information. In addition, design must be user-centered. Check out ISWP’s document: Design Considerations for Wheelchairs used in Adverse conditions https://wheelchairnet.org/ISWP/Resources/DesignConsiderations_WheelchairsAC_12142017.pdf
